Homelessness Prevention and Rapid Re-Housing Program (Recovery Act Funded)
The Department of Housing and Urban Development's mission is to increase homeownership, support community development and increase access to affordable housing free from discrimination. HUD fulfills this mission through high ethical standards, management and accountability, and by forming partnerships with community organizations.

Uses and Use Restrictions
Grantees may use the grant for activities relating to the prevention of homelessness and rapid re-housing for homeless individuals and families, including: 1) financial assistance, such as short-term and medium-term rental assistance, security and utility deposits, and utility assistance; 2) housing relocation and stabilization services including housing search, mediation, credit repair, moving cost assistance, and case management, 3) Homeless Management Information System (HMIS) costs, and 4) Administrative costs, not to exceed five percent of the grant.

Credentials/Documentation
States, metropolitan cities, urban counties, and territories that elect to participate in the program must submit to HUD: (1) an application, and (2) all required certifications. The details of this required documentation will be established in the forthcoming Federal Register notice. This program is excluded from coverage under OMB Circular No. A-87.

An applicant should consult the State office or official designated as the single point of contact for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.

Application Procedures
This program is excluded from coverage under OMB Circular No. A-102. This program is excluded from coverage under OMB Circular No. A-110. To be eligible, each grantee must submit an application, the details of which will be published in the forthcoming Federal Register notice. Each participating grantee must submit certifications required by HUD.

Reports
No program reports are required.
No cash reports are required.
Each grantee shall submit an Interim Performance Report, due in October 2009, thereafter a Quarterly Performance Report covering the amount of funds allocated for the 4 eligible HPRP activities (Financial Assistance, Services, Data Collection and Evaluation and Administrative Costs)and the amount expended for each of these categories, the estimated unduplicated number of individuals and families served, and the estimate of the numbers of new jobs created and jobs retained and other data items.
The Annual Performance Report will gather information on outputs such as number and demographic characteristics served, HPRP funds expended by activity type and number of jobs created and retained and outcomes related to housing stability.
Each grantee shall quarterly and annually report on its uses of funds and program progress in a HUD-approved format within deadlines provided in the forthcoming Federal Register notice.

Audits
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. In accordance with the provisions of OMB Circular No. A-
133, "Audits of States, Local Governments, and Nonprofit Institutions," State and local governments that expend total Federal financial assistance of $500,000 or more within their fiscal year must have an independent financial audit conducted for that year. This single audit combines the government"s annual financial statement audit with additional audit coverage of its Federal funds.
