Disaster Relief Appropriations Act, Susan Harwood Training Grants

To provide occupational safety and health training and education to employees and employers, particularly in the recognition, avoidance and abatement of workplace hazards related to Hurricane Sandy disaster relief.

Uses and Use Restrictions

Disaster relief grants to nonprofit organizations to provide training or other educational services to employees and/or employers in priority areas designated by OSHA that are limited to the state of New Jersey and New York City.

Beneficiary Eligibility

Individuals employed in workplaces affected by Hurricane Sandy that receive training and/or educational services under disaster relief grants.

Credentials/Documentation

Applicants must show nonprofit status. This program is excluded from coverage under OMB Circular No. A-87.

Final award decisions are made by the Assistant Secretary of Labor for Occupational Safety and Health.

Length and Time Phasing of Assistance

Grants are awarded for 18 months. Grantees receive funds through the Department of Health and Human Services" Payment Management System. Method of awarding/releasing assistance: lump sum.

Post Assistance Requirements

Reports

No program reports are required.

No cash reports are required.

Progress reports are required quarterly, and more frequently, as needed.

Federal Financial Reports are required to be completed quarterly.

Performance monitoring is conducted by the Regional Office on a monthly basis.

Audits

In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.

Records must be retained for 3 years following grant closeout or final audit, whichever is later.
