Application Procedures

OMB Circular No. A-102 applies to this program. OMB Circular No. A-110 applies to this program. Applicants muct submit an intend to apply notice by the deadline provided in the funding notice.

Award Procedures

All proposals will be first submitted to a compliance review for eligibility. All applications in compliance with this Notice and the application instructions will be advanced for programmatic review. EAC staff will review all qualified proposals using the selection criteria described in Section II of this Notice. An outside peer review process may be used at EAC s discretion. During the staff review process, EAC staff may request additional supporting documentation from the applicant. EAC staff may also consider geographic representation, urban/rural composition of the applicants, and other criteria when making final funding decisions.

Audits

In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. Grantees are subject to Audit by EAC"s inspector general and may be required to consuct an annual single audit.
