Program Accomplishments

Fiscal Year 2008: In FY 07, the Health Center program served over 16 million patients. Fiscal Year 2009: Establish new service delivery sites for medically underserved populations, as funded under the American Recovery and Reinvestment Act of 2009 (ARRA), to significantly increase the number of underserved and uninsured people with access to comprehensive primary and preventive health care services. Fiscal Year 2010: Establish new service delivery sites for medically underserved populations, as funded under the American Recovery and Reinvestment Act of 2009 (ARRA), to significantly increase the number of underserved and uninsured people with access to comprehensive primary and preventive health care services.

Uses and Use Restrictions

Application Procedures

This program is excluded from coverage under OMB Circular No. A-102. This program is excluded from coverage under OMB Circular No. A-110. Applications are generally solicited by a program announcement in www.hrsa.gov/grant. Application information may be downloaded from www.grants.gov. All eligible applications will be forwarded to an objective review committee which will make funding recommendations to the Associate Administrator for Primary Health Care. The Associate Administrator has the authority to make final selections for awards.

Award Procedures

Each applicant will receive a written notification of the outcome of the objective review process and whether the application was selected for funding. Applicants who are selected for funding may be required to respond in a satisfactory manner to Conditions placed on their application before funding may proceed. Letters of notification do not provide authorization to begin performance. The Notice of Grant Award, which is signed by the Grants Management Officer and is sent to the applicant agency s Authorized Representative, is the authorizing document.[g2].

Grantees are required to maintain grant accounting records 3 years after the end of a grant period. If any litigation, claim, negotiation, audit or other action involving the record has been started before the expiration of the 3-year period, the records shall be retained until completion of the action and resolution of all issues which arise from it, or until the end of the regular 3-year period, whichever is later.
