The Promise Neighborhoods program is carried out under the legislative authority of the Fund for the Improvement of Education (FIE), title V, part D, subpart 1, sections 5411 through 5413 of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the No Child Left Behind Act of 2001 (20 U.S.C.
7243-7243b).
FIE supports nationally significant programs to improve the quality of elementary and secondary education at the State and local levels and to help all children meet challenging State academic content and student academic achievement standards.
Applications for grants under Promise Neighborhoods, CFDA number 8 4. 215N, must be submitted electronically using the Governmentwide Grants.gov Apply site at www.Grants.gov.

You must search for the downloadable application package for this program by the CFDA number.

Eligible Applicants: An applicant must be an eligible organization (as defined in this notice).
For purposes of Absolute Priority 3--Promise Neighborhoods in Tribal Communities, an eligible applicant is an eligible organization that partners with an Indian tribe or is an Indian tribe that meets the definition of an eligible organization.
