FY17 Facility Operational Maintenance

This announcement is to provide public notice of the National Park Service’s intention to award a task agreement under a previously single source justified master cooperative agreement.

Specifically, ATC will:
1. Recruit,

hire, and supervise staff who may work independently or as part of a team with NPS staff, in office and/or in remote locations, to support the operational maintenance of facility assets.

2. Work cooperatively with APPA, and other federal, state and local agencies to identify and prioritize necessary work to be performed, based on ongoing, reoccurring, and unplanned facility operations and maintenance needs.

Coordinate the collection and validation of all facility operational maintenance needs, including but not limited to:
facility asset maintenance, water system operations, and hazard tree mitigation from volunteers and staff.

3. Work directly with the trail club volunteers to identify and prioritize facility operational maintenance needs and projects, and coordinate the compilation and updating of comprehensive projects lists for incorporation into NPS Capital Planning process.

4. Ensure staff and volunteers participating in facility operational maintenance are provided with safety skills training appropriate for the nature of the project work.

Projects are to be conducted in a manner consistent with Leave-No-Trace principles.

5. Directly provide oversight of facility operational maintenance work as agreed upon by NPS.

This includes:
project planning, coordination, implementation, logistics, administration support, supervision, staff and volunteer recruitment, training, performing quality control, solving unforeseen on-site problems, ensuring adherence to safety regulations, and reporting accomplishments.

6. Prior to beginning work, ATC shall submit an itemized work plan in a mutually agreed upon format for all planned operational work.

Work plans are to include:
site location information, dates, cost estimates, and work to be performed.

7. Prior to beginning work, coordinate with the appropriate land-management agency to ensure that all applicable environmental and cultural resource compliance requirements are met.

Assist agencies with the collection and documentation of resource information as required.

8. Track budgetary spending and provide periodic reports as agreed upon by NPS.

9. Procure materials, supplies, tools, and equipment necessary to support facility operations and maintenance in accordance with NPS procurement policies.

1 0. Participate in and provide monthly updates as part of a larger facility management meeting.

Provide updates throughout the project as agreed upon by NPS.

1 1. Submit an itemized completion report for work performed.

The report shall include:
site location information, dates, quantitative accomplishments, and costs.

1 2. Comply with the terms of applicable laws, regulations and Government policies.
